Background 

New Social Initiative – NSI seeks to engage Kosovo-based Web Development or IT experts  (Company or Individual) to develop the Web portal and Mobile phone application for both iOS  and Android (mobile phone operating systems) that will enhance the reach of media reporting  on the Serbian language in Kosovo and increase citizen access to information and news. The web  portal and mobile phone applications will be equipped with special features that link with the  news portals of independent media reporting in Serbian in Kosovo and allow users to navigate  and access all news generated from these web portals in one place in real-time. The special  significance of platform is that it will provide a quick and easy insight into how different media  report on the same topics. The platform will display only the title, source, and summary of the  news on its website, while the links direct visitors to the source’s website allowing users to read  the entire article at the source, thus generating an audience for those who have created the  news.  

Overall Objective of the Assignment 

To enable quicker and more comprehensive access to the media, reporting in Serbian language  in Kosovo, to the media outlets and agencies in Pristina, Belgrade, and to the local readership. 

Purpose of the Assignment 

Primary objective of the assignment is to develop a media platform (web portal and mobile  phone application for iOS and Android) that will gather headlines and links to the original web  pages from the selected media outlets reporting in the Serbian language in Kosovo. In addition  to allowing citizens and media agencies to access news from the media reporting in the Serbian  language in Kosovo in one place, this platform will sort the news by category. Platform will  display only the title, source, and summary of the news on its pages, while the links will direct the  visitors to the source itself (to the website of the local media that produced the news), where they  can read the article in its entirety. Also, the platform will have a filter featuring the original source  with an available list of other media that have picked up the news. This will provide better  information access and increase the reach of these media.  

Duties and Responsibilities 

Contractor should design, develop, maintain, and update a website and a mobile application, using the information and inputs received from the project team and media featured on the  platform.

The main responsibilities of the contractor are: 

  • Website and software application design, development, maintenance and features  update; 
  • Domain and hosting registration; 
  • Optimization of the application and website for maximum speed and functionality;
  • Technical assistance and provision of content management training on the website and  application; 
  • Back up files from Web sites to local directories for recovery purposes; 
  • Collaboration with other team members and stakeholders; 

Expected specific assignment: 

  • Back-and Front-end web and mobile application development with a focus on clarity,  functionality, ease of use, the possibility of later expansion, modification, and  optimization; 
  • Design and development of web architecture and web components, plug-ins, and adds-on optimization; 
  • Design and development of mobile app architecture and components including all  software solutions and plugins, adds-on optimization; 
  • Conceptualization and development of new features, visual identity, and website  layout/user interface by using standard HTML/CSS practices; 
  • Implement SEO optimization in accordance with the engine’s prescribed standards. Responsibilities of Contracting Authority  

The NSI project team will provide all the information related to this activity that is necessary for a  contractor in the development of the website and mobile application. 

Competencies 

Experience and knowledge: 

  • Three or more years of experience in web development – a portfolio of projects;
  • Extensive knowledge of HTML5 i CSS3 and other programmatic codes and languages;
  • Familiarity with at least one of the following programming languages: CSharp, Android  Studio, Swift, X-code, PHP, ASP.NET, JavaScript; 
  • Willingness to implement ideas and projects in a short period of time. 

Professionalism:  

  • Demonstrates professional competence and mastery of subject matter.

Deadline and submission of expression of interest 

NSI invites interested individuals or companies, to submit the following documents listed below  by September 09 (Friday), 2022: 

  • Expression of interest (EoI) outlining how the expert meets the selection criteria and  their understanding of the ToR; 
  • Technical Proposal – a summarized description of the scope of work and the intended  methodology to be used including a detailed work plan, activities and deliverables within  a specific time frame; 
  • Names and contacts of three recent professional references (previous clients) for whom  similar work has been conducted; 
  • An example of similar pieces of work completed recently – a portfolio of projects;
  • Curriculum vitae of team members, and developers – outlining relevant qualifications  and experience for specific assignments; 
  • Financial proposal – breakdown and description of the specific services expenses. 

Evaluation and Selection Process  

The selected contractor will be responsible for designing and executing all assigments described  in this TOR in collaboration with the project team. The selection process will be based on the set  of criteria developed by the NSI Evaluation Committee to evaluate the proposals. The Evaluation  Committee will evaluate the proposals by using the combined scoring method. Technical  proposals will be evaluated on 70% whereas financial proposals will be evaluated on 30%.
