1. Organization
NSI is a civil society organization working in Kosovo, but also cooperating with the key stakeholders in the Western Balkan region, to ultimately impact inclusiveness, trust-building, democratization processes and good governance in Kosovo. While doing so, NSI follows its vision of inclusive society built on trust and appreciation among its communities, in which citizens from all ethnic groups actively participate in the society and its governance.
NSI strives to create an impact and bring change by empowering our constituency, a non-majority community based throughout Kosovo, for participation in Kosovo social and institutional life and by increasing trust among communities. NSI believes that the change of Kosovo Serbs community position and relation to the majority community is one of the key contributors to inclusiveness and democratization of Kosovo society.
2. Project Purpose
Research into the institutional accessibility to non-majority communities is a research project New Social Initiative is implementing with Youth Initiative for Human Rights – Kosovo. The project will focus on access to citizenship and identification and travel documents and map integration and social cohesion obstacles that arise from lingering civil registration issues and occasional language barriers.
The project will include a public opinion poll with a sample of over 1000 non-majority communities residents, 30 interviews and desk research.
3. Required services
The company must carry out the following activities related to the survey:
- Develop a questionnaire in cooperation with NSI;
- To determine the survey method and sample in cooperation with NSI and the research needs;
- Train surveyors on method, sample and questionnaire;
- Test the questionnaire in advance, to understand if the questionnaire is comprehensible to the respondents;
- Check the quality of field survey;
- Analyze the data and prepare a descriptive report of the results.

4. Selection criteria
The company to be selected must:
- Legally registered as proven with registration number and fiscal number
- Issue regular invoices and accept payments only through the bank transfer
- Not be under investigation for financial abuse issues;
- Be able to demonstrate the experience and qualifications for the service required;
- Have at least five years of work experience and have conducted similar research in the last three years;
- To possess the adequate technology for conducting the survey through the CAPI method.
5. Selection process
The company that meets all the above criteria and offers the most favorable conditions for the implementation of the contract will be selected in this form:
Technical proposal (methodology and work plan) – 50%
Proposed team – 30%
Relevant experience – 20%
