This new analysis by Dana M. Landau, Milica Andrić Rakić, Zana Hoxha, Vjollca Krasniqi, and Jovana Radosavljević draws on focus groups and interviews with 40 women peacebuilders in Pristina and North Mitrovica. It finds that:![]()
• More than a decade of formal dialogue has failed to improve daily life, especially for women in the north, who face heightened insecurity and fear.![]()
• Women-led Track Two initiatives (arts-based projects, inter-ethnic youth programs, feminist schools) are often framed as "countercurrent dialogue"—keeping communities connected in direct opposition to the dominant political climate.![]()
• The lack of a genuinely inclusive and transparent process means that even the hard-won progress made at the grassroots level can collapse overnight following political events.![]()
The brief offers clear recommendations for the EU, international mediators, donors, governments, and the media, emphasizing the urgent need to protect civic space, provide flexible funding, and—crucially—move beyond tokenistic inclusion.![]()
