Kosovo-Serbia by 2030: Possible Scenarios is the result of several brainstorming exercises by
policy experts and civil society activists from Kosovo and Serbia. These scenarios were drafted by
New Social Initiative (NSI), based on inputs from participants from Serbia and Kosovo – Kosovo
Albanians and Kosovo Serbs – including foreign experts, and serve as a document on how NSI
views the current state of affairs.
Their purpose is to forecast a potential future of Kosovo-Serbia relations and thus provoke a debate
on the key assumptions necessary to bring those relations to the best possible place and
warn of those that would lead them in the worst possible direction.
The document was written and edited following separate brainstorming Sessions and interviews
organized since February 2026.
The document is written as part of the National Endowment for Democracy-funded project that
intends to empower civil society and youth actors to effectively engage in the normalization of
relations and regional cooperation initiatives involving Kosovo and Serbia, propose solutions,
and advocate for their implementation.
