N\u00ebse vendimet q\u00eb pa dyshim b\u00ebjn\u00eb pjes\u00eb n\u00eb kompetencat ligjore t\u00eb komunave mund t\u00eb b\u00ebhen praktikisht t\u00eb pavlefshme p\u00ebrmes nd\u00ebrhyrjes s\u00eb institucioneve qendrore, at\u00ebher\u00eb vihet n\u00eb pik\u00ebpyetje p\u00ebrmbajtja reale e decentralizimit dhe autonomis\u00eb lokale. N\u00eb k\u00ebt\u00eb kuptim, kontesti lidhur me em\u00ebrtimet e rrug\u00ebve p\u00ebrb\u00ebn nj\u00eb tregues t\u00eb qart\u00eb t\u00eb qasjes arbitrare t\u00eb autoriteteve qendrore ndaj kompetencave kushtetuese dhe ligjore t\u00eb komunave, si dhe ndaj parimeve t\u00eb vet\u00ebqeverisjes lokale t\u00eb garantuara nga Karta Evropiane p\u00ebr Vet\u00ebqeverisjen Lokale.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ve\u00e7an\u00ebrisht shqet\u00ebsues \u00ebsht\u00eb fakti se k\u00ebto aktivitete po zhvillohen gjat\u00eb periudh\u00ebs s\u00eb fushat\u00ebs zgjedhore, gj\u00eb q\u00eb me t\u00eb drejt\u00eb ngre pyetje mbi motivet politike q\u00eb q\u00ebndrojn\u00eb pas tyre. Megjithat\u00eb, ky rast, si dhe nj\u00eb s\u00ebr\u00eb zhvillimesh t\u00eb ngjashme gjat\u00eb periudh\u00ebs s\u00eb fundit, tregon se vazhdon t\u00eb ekzistoj\u00eb nj\u00eb hendek i konsideruesh\u00ebm nd\u00ebrmjet transferimit formal t\u00eb pushtetit dhe ushtrimit real t\u00eb kompetencave lokale.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Prandaj, i b\u00ebjm\u00eb thirrje Bashkimit Evropian dhe aktor\u00ebve t\u00eb tjer\u00eb nd\u00ebrkomb\u00ebtar\u00eb q\u00eb t\u00eb k\u00ebrkojn\u00eb nga institucionet e Kosov\u00ebs respektimin e vazhduesh\u00ebm t\u00eb parimeve t\u00eb vet\u00ebqeverisjes lokale dhe t\u00eb kund\u00ebrshtojn\u00eb qart\u00eb praktikat q\u00eb kufizojn\u00eb ose e b\u00ebjn\u00eb t\u00eb pakuptimt\u00eb ushtrimin e kompetencave t\u00eb garantuara me ligj p\u00ebr komunat.
