Ekziston nevoja p\u00ebr t\u00eb siguruar dhe mbrojtur t\u00eb drejtat e njeriut t\u00eb grupeve jo-shumic\u00eb n\u00eb Serbi dhe Kosov\u00eb.<\/p>\n\n\n\n<p>T\u00eb shqet\u00ebsuar se dialogu po p\u00ebrdoret p\u00ebr t\u00eb zhvendosur v\u00ebmendjen nga \u00e7\u00ebshtje t\u00eb r\u00ebnd\u00ebsishme si dob\u00ebsimi i sundimit t\u00eb ligjit, korrupsionit dhe sfidave q\u00eb nd\u00ebrlidhen me t\u00eb drejtat e njeriut.<\/p>\n\n\n\n<p>Duke marr\u00eb parasysh se dallimet kontekstuale n\u00eb lidhje me nivelet e demokracis\u00eb, sundimin e ligjit dhe ndarjen e pushtetit, t\u00eb cilat ndikojn\u00eb n\u00eb procesin e normalizimit t\u00eb marr\u00ebdh\u00ebnieve nd\u00ebrmjet Serbis\u00eb dhe Kosov\u00ebs:<\/p>\n\n\n\n<p>U b\u00ebjm\u00eb thirrje qeverive t\u00eb Serbis\u00eb dhe Kosov\u00ebs q\u00eb t\u00eb:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>vazhdojn\u00eb dialogun n\u00eb m\u00ebnyr\u00eb thelb\u00ebsore dhe t\u00eb q\u00ebndrueshme;<\/li>\n\n\n\n<li>zbatojn\u00eb menj\u00ebher\u00eb marr\u00ebveshjet e arritura;<\/li>\n\n\n\n<li>p\u00ebrmbahen nga retorika nxit\u00ebse ndaj komuniteteve pakic\u00eb dhe narracioneve populiste n\u00eb lidhje me marr\u00ebdh\u00ebniet reciproke dhe historin\u00eb;<\/li>\n\n\n\n<li>zotohen p\u00ebr transparenc\u00eb dhe t\u00eb sigurojn\u00eb pjes\u00ebmarrje qytetare;<\/li>\n\n\n\n<li>marrin masa t\u00eb menj\u00ebhershme p\u00ebr zhvillimin e proceseve t\u00eb brendshme p\u00ebr integrim;<\/li>\n\n\n\n<li>respektojn\u00eb t\u00eb drejtat e komuniteteve pakic\u00eb; dhe,<\/li>\n\n\n\n<li>nd\u00ebrmarrin veprime q\u00eb \u00e7ojn\u00eb drejt nd\u00ebrtimit t\u00eb marr\u00ebdh\u00ebnieve dhe besimit n\u00eb mes t\u00eb komuniteteve.<\/li>\n<\/ul>\n\n\n\n<p>I b\u00ebjm\u00eb thirrje komunitetit nd\u00ebrkomb\u00ebtar q\u00eb t\u00eb:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>mb\u00ebshtesin dialogun dhe marr\u00ebveshjet p\u00ebr normalizimin e marr\u00ebdh\u00ebnieve q\u00eb nuk d\u00ebmtojn\u00eb demokracin\u00eb n\u00eb Kosov\u00eb dhe Serbi;<\/li>\n\n\n\n<li>p\u00ebq\u00ebndrohen n\u00eb zgjidhje thelb\u00ebsore n\u00eb vend t\u00eb zgjidhjes s\u00eb mosmarr\u00ebveshjeve t\u00eb rastit nd\u00ebrmjet pal\u00ebve n\u00eb dialog;<\/li>\n\n\n\n<li>mb\u00ebshtesin shoq\u00ebrin\u00eb civile n\u00eb kuptimin m\u00eb t\u00eb gjer\u00eb (OShC, akademin\u00eb, institucionet kulturore, mediat, sindikatat, etj.);<\/li>\n\n\n\n<li>angazhohen p\u00ebr normalizimin dhe nd\u00ebrtimin e marr\u00ebdh\u00ebnieve t\u00eb q\u00ebndrueshme nd\u00ebrmjet dy pal\u00ebve;<\/li>\n\n\n\n<li>nxisin nj\u00eb debat m\u00eb t\u00eb gjer\u00eb nd\u00ebr-shoq\u00ebror dhe brenda-shoq\u00ebror mbi zgjidhjet dhe prioritetet e mundshme n\u00eb dialog.<\/li>\n<\/ul>\n\n\n\n<p>Ne zotohemi t\u00eb vazhdojm\u00eb:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>nxitjen e nj\u00eb debati thelb\u00ebsor dhe t\u00eb vazhduesh\u00ebm nd\u00ebrmjet shoq\u00ebris\u00eb civile n\u00eb Serbi dhe Kosov\u00eb;<\/li>\n\n\n\n<li>shk\u00ebmbimin n\u00eb koh\u00ebn e duhur t\u00eb informatave rreth \u00e7\u00ebshtjeve, kontekstit dhe zhvillimeve n\u00eb t\u00eb dyja shoq\u00ebrit\u00eb;<\/li>\n\n\n\n<li>reagime t\u00eb p\u00ebrbashk\u00ebta p\u00ebr \u00e7\u00ebshtje q\u00eb p\u00ebrkeq\u00ebsojn\u00eb situat\u00ebn n\u00eb terren dhe kan\u00eb ndikim t\u00eb d\u00ebmsh\u00ebm n\u00eb marr\u00ebdh\u00ebniet nd\u00ebrmjet komuniteteve;<\/li>\n\n\n\n<li>p\u00ebrq\u00ebndrimin ton\u00eb n\u00eb sfidat e vazhdueshme t\u00eb cilat nuk kan\u00eb gjetur zgjidhe apo jan\u00eb margjinalizuar p\u00ebr shkak t\u00eb \u00e7\u00ebshtjeve ose incidenteve aktuale;<\/li>\n\n\n\n<li>krijimin e nj\u00eb hap\u00ebsire p\u00ebr udh\u00ebheqje proaktive t\u00eb shoq\u00ebris\u00eb civile n\u00eb krijimin e marr\u00ebdh\u00ebnieve m\u00eb t\u00eb mira dhe p\u00ebrmir\u00ebsimin e t\u00eb drejtave t\u00eb njeriut, dhe jet\u00ebs s\u00eb p\u00ebrditshme t\u00eb qytetar\u00ebve;<\/li>\n\n\n\n<li>t\u2019i marrim parasysh dallimet nd\u00ebrmjet proceseve n\u00eb Serbi dhe Kosov\u00eb dhe reagojm\u00eb n\u00eb p\u00ebrputhje me ato procese duke k\u00ebrkuar veprime n\u00eb drejtimin e duhur;<\/li>\n\n\n\n<li>p\u00ebrfshirjen e pjes\u00ebtar\u00ebve t\u00eb tjer\u00eb t\u00eb shoq\u00ebris\u00eb civile p\u00ebr nj\u00eb dialog t\u00eb vazhduesh\u00ebm nd\u00ebrmjet aktor\u00ebve t\u00eb shoq\u00ebris\u00eb civile dhe mund\u00ebsimin e p\u00ebrfshirjes s\u00eb konsiderueshme p\u00ebr secilin dhe t\u00eb
