Gazmend Bytyqi q\u00eb t\u00eb t\u00ebrheq projektligjin p\u00ebr mbrojtjen e vlerave t\u00eb luft\u00ebs s\u00eb U\u00c7K-s\u00eb. Ne kemi ndjekur me shqet\u00ebsim zhvillimet e fundit n\u00eb lidhje me k\u00ebt\u00eb projektligj dhe besojm\u00eb se si i till\u00eb projektligji nuk \u00ebsht\u00eb n\u00eb p\u00ebrputhje me t\u00eb drejtat dhe lirit\u00eb e p\u00ebrcaktuara n\u00eb Kushtetut\u00ebn e Republik\u00ebs s\u00eb Kosov\u00ebs. Ve\u00e7an\u00ebrisht, projektligji aktual cenon lirin\u00eb e shprehjes, nd\u00ebrsa minon p\u00ebrpjekjet drejt arritjes s\u00eb drejt\u00ebsis\u00eb p\u00ebr t\u00eb gjith\u00eb viktimat dhe t\u00eb mbijetuarit nga t\u00eb gjitha grupet etnike.   \n\n<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sipas nenit 40 t\u00eb Kushtetut\u00ebs s\u00eb Republik\u00ebs s\u00eb Kosov\u00ebs, liria e shprehjes \u00ebsht\u00eb nj\u00eb e drejt\u00eb e garantuar dhe p\u00ebrfshin t\u00eb drejt\u00ebn e njer\u00ebzve p\u00ebr tu shprehur, p\u00ebrhapjen dhe marrjen e informacionit, opinioneve dhe mesazheve t\u00eb tjera pa ndonj\u00eb penges\u00eb. N\u00eb nenin 5 t\u00eb projektligjit p\u00ebr mbrojtjen e vlerave t\u00eb luft\u00ebs s\u00eb U\u00c7K-s\u00eb, thuhet se \u201c\u00e7do zyrtar publik dhe qytetar i Republik\u00ebs s\u00eb Kosov\u00ebs \u00ebsht\u00eb i detyruar t\u00eb respektoj\u00eb dhe mbroj\u00eb vlerat e luft\u00ebs t\u00eb p\u00ebrcaktuara me k\u00ebt\u00eb ligj n\u00eb \u00e7do koh\u00eb dhe rrethan\u00eb brenda vendit dhe jasht\u00eb.\u201d Ky artikull shkel qart\u00eb lirin\u00eb e shprehjes t\u00eb garantuar me Kushtetut\u00eb dhe si i till\u00eb nuk duhet t\u00eb pranohet.\n\n<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">P\u00ebr m\u00eb tep\u00ebr, projektligji i propozuar \u00ebsht\u00eb shum\u00eb shqet\u00ebsues kur merret parasysh diskutimi i p\u00ebrgjithsh\u00ebm publik dhe implikimet politike rreth rolit dhe trash\u00ebgimis\u00eb s\u00eb U\u00c7K-s\u00eb. Ka pasur nj\u00eb num\u00ebr rastesh n\u00eb t\u00eb kaluar\u00ebn kur njer\u00ebzit jan\u00eb lin\u00e7uar kur kan\u00eb shprehur publikisht mendimet e tyre p\u00ebr U\u00c7K-n\u00eb dhe individ\u00ebt q\u00eb kan\u00eb qen\u00eb pjes\u00eb e U\u00c7K-s\u00eb. P\u00ebr m\u00eb tep\u00ebr, miratimi i k\u00ebtij ligji do t\u00eb krijonte mund\u00ebsin\u00eb p\u00ebr iniciativa t\u00eb tjera q\u00eb shkelin k\u00ebt\u00eb t\u00eb drejt\u00eb dhe si i till\u00eb do t\u00eb krijonte nj\u00eb precedent t\u00eb rreziksh\u00ebm.
