Ato p\u00ebrballen me diskriminim t\u00eb dyfisht\u00eb, jo vet\u00ebm si gra, por edhe si an\u00ebtar\u00eb t\u00eb grupeve minoritare. Kombinimi i diskriminimit gjinor dhe\/ose etnik krijon sfida shtes\u00eb p\u00ebr k\u00ebto gra.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">P\u00ebrve\u00e7 sfidave t\u00eb tjera, artikulli im do t\u00eb trajtoj\u00eb tri nga sfidat kryesore q\u00eb prekin jet\u00ebn e p\u00ebrditshme t\u00eb \u00e7do gruaje: sfidat e siguris\u00eb dhe dhun\u00ebn me baz\u00eb gjinore, pjes\u00ebmarrjen e kufizuar publike dhe barr\u00ebn e pun\u00ebs pa pages\u00eb.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Trajtimi i k\u00ebtyre shqet\u00ebsimeve \u00ebsht\u00eb i r\u00ebnd\u00ebsish\u00ebm jo vet\u00ebm p\u00ebr promovimin dhe avancimin e barazis\u00eb gjinore, por edhe p\u00ebr l\u00ebkundjen e normave patriarkale q\u00eb kufizojn\u00eb dhe shtypin t\u00eb gjitha gjinit\u00eb n\u00eb m\u00ebnyra t\u00eb ndryshme.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sfidat e siguris\u00eb s\u00eb grave dhe dhuna me baz\u00eb gjinore<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Raporti \u201cShqet\u00ebsimet lidhur me sigurin\u00eb e grave n\u00eb Kosov\u00eb\u201d i publikuar nga Qendra Kosovare p\u00ebr Studime t\u00eb Siguris\u00eb (QKSS) thekson dhun\u00ebn me baz\u00eb gjinore si nj\u00eb nga k\u00ebrc\u00ebnimet kryesore p\u00ebr grat\u00eb. K\u00ebt\u00eb e d\u00ebshmon edhe rritja e numrit t\u00eb grave t\u00eb vrara n\u00eb vitet e fundit. 54 gra kan\u00eb qen\u00eb viktima t\u00eb femicidit n\u00eb Kosov\u00eb n\u00eb 13 vitet e fundit.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Bazuar n\u00eb databaz\u00ebn e organizat\u00ebs QIKA, n\u00eb periudh\u00ebn 2015-2021, n\u00eb Policin\u00eb e Kosov\u00ebs jan\u00eb raportuar 14,268 raste t\u00eb dhun\u00ebs me baz\u00eb gjinore.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Edhe pse numri i rasteve t\u00eb raportuara t\u00eb dhun\u00ebs me baz\u00eb gjinore \u00ebsht\u00eb rritur vitet e fundit, ato mbeten ende t\u00eb paraportuara p\u00ebr shkak t\u00eb faktor\u00ebve socio-ekonomik\u00eb dhe munges\u00ebs s\u00eb besimit t\u00eb grave n\u00eb institucionet e siguris\u00eb dhe drejt\u00ebsis\u00eb.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kthimi n\u00eb rigjykim, zgjatja e trajtimit t\u00eb rasteve t\u00eb dhun\u00ebs, d\u00ebnimet e ul\u00ebta p\u00ebr autor\u00ebt, mungesa e ndjeshm\u00ebris\u00eb dhe ekspertiz\u00ebs, kultura e faj\u00ebsimit t\u00eb viktim\u00ebs i b\u00ebn grat\u00eb t\u00eb hezitojn\u00eb t\u00eb raportojn\u00eb rastet.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mungesa e pavar\u00ebsis\u00eb dhe siguris\u00eb ekonomike kontribuon m\u00eb s\u00eb shumti n\u00eb munges\u00ebn e siguris\u00eb s\u00eb grave, e cila shpesh i detyron grat\u00eb t\u00eb jetojn\u00eb me abuzuesin e tyre sepse nuk trash\u00ebgojn\u00eb pron\u00eb nga familja e tyre, nuk g\u00ebzojn\u00eb mb\u00ebshtetje t\u00eb q\u00ebndrueshme<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">institucionale dhe financimi i strehimoreve p\u00ebr viktimat \u00ebsht\u00eb i pamjaftuesh\u00ebm dhe i paq\u00ebndruesh\u00ebm.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pjes\u00ebmarrja e kufizuar publike e grave<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">P\u00ebrfaq\u00ebsimi publik i grave n\u00eb Kosov\u00eb, p\u00ebrkund\u00ebr disa p\u00ebrparimeve, vazhdon t\u00eb p\u00ebrballet me sfida strukturore dhe sistematike. P\u00ebrderisa Kosova ka pasur dy gra presidente n\u00eb historin\u00eb e saj, kjo arritje nuk pasqyron gjendjen e p\u00ebrgjithshme t\u00eb pjes\u00ebmarrjes publike dhe politike t\u00eb grave.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Debatet politike n\u00eb Kosov\u00eb paraqesin kryesisht burra analist\u00eb dhe rolet udh\u00ebheq\u00ebse n\u00eb sektor\u00ebt publik\u00eb si administrata e shkollave dhe fakultetet universitare jan\u00eb kryesisht t\u00eb z\u00ebna nga burrat. P\u00ebr m\u00eb tep\u00ebr, nd\u00ebrmarrjet publike zakonisht udh\u00ebhiqen nga burrat dhe aktualisht, asnj\u00eb parti politike nuk ka nj\u00eb udh\u00ebheq\u00ebse grua.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sipas hulumtimit t\u00eb D4D &#8220;Hulumtimi mbi grat\u00eb n\u00eb Republik\u00ebn e Kosov\u00ebs&#8221;, 97% e grave n\u00eb Kosov\u00eb jan\u00eb politikisht joaktive, nd\u00ebrsa vler\u00ebsimi i Institutit Komb\u00ebtar Demokratik p\u00ebr pjes\u00ebmarrjen politike t\u00eb grave n\u00eb Kosov\u00eb tregon boshll\u00ebqe t\u00eb konsiderueshme n\u00eb arritjen e pjes\u00ebmarrjes s\u00eb plot\u00eb dhe t\u00eb barabart\u00eb. Nd\u00ebrkoh\u00eb q\u00eb ka pasur p\u00ebrparim, pengesat thelb\u00ebsore vazhdojn\u00eb, t\u00eb tilla si mjediset armiq\u00ebsore politike dhe sfidat n\u00eb marrjen e mb\u00ebshtetjes financiare dhe politike.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sa i p\u00ebrket p\u00ebrpjekjeve shtet\u00ebrore, Kosova ka Programin e Kosov\u00ebs p\u00ebr Barazi Gjinore (2020-2024) i cili ofron nj\u00eb korniz\u00eb p\u00ebr integrimin e barazis\u00eb gjinore n\u00eb ligje, politika dhe sh\u00ebrbime publike, por me skadimin e tij nuk ka p\u00ebrpjekje p\u00ebr hartimin e nj\u00eb strategjie t\u00eb re.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ky dominim i burrave n\u00eb hap\u00ebsirat publike \u00ebsht\u00eb dhe mbetet nj\u00eb \u00e7\u00ebshtje e dukshme, duke mos u dh\u00ebn\u00eb hap\u00ebsir\u00eb grave por edhe duke shtypur ato q\u00eb marrin pjes\u00eb n\u00eb jet\u00ebn publike me dhun\u00eb kibernetike, komente seksiste p\u00ebr pamjen dhe veshjen, mizogjinin\u00eb dhe lin\u00e7imin publik.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Barra e pun\u00ebs pa pages\u00eb<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Puna pa pages\u00eb i referohet t\u00eb gjitha sh\u00ebrbimeve t\u00eb ofruara brenda nj\u00eb familjeje dhe an\u00ebtar\u00ebve t\u00eb saj, por q\u00eb nuk kompensohen financiarisht. Kjo p\u00ebrfshin nj\u00eb gam\u00eb t\u00eb gjer\u00eb detyrash t\u00eb tilla si kujdesi p\u00ebr f\u00ebmij\u00ebt dhe t\u00eb moshuarit, pun\u00ebt e sht\u00ebpis\u00eb, pun\u00ebt vullnetare n\u00eb komunitet dhe pun\u00eb t\u00eb tjera sht\u00ebpiake.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Puna pa pages\u00eb \u00ebsht\u00eb vendimtare p\u00ebr funksionimin e ekonomive familjare dhe ekonomis\u00eb m\u00eb t\u00eb gjer\u00eb, megjithat\u00eb ajo mbetet e panjohur n\u00eb matjet dhe diskutimet ekonomike n\u00eb Kosov\u00eb, rajon dhe bot\u00eb.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">N\u00eb kontekstin e Kosov\u00ebs, dhe n\u00eb t\u00eb gjitha grupet etnike, ekziston nj\u00eb norm\u00eb kulturore mbizot\u00ebruese q\u00eb e sheh pun\u00ebn e kujdesit dhe detyrat e nd\u00ebrlidhura me t\u00eb si p\u00ebrgjegj\u00ebsi kryesisht t\u00eb grave. Kjo perspektiv\u00eb shoq\u00ebrore cakton pjes\u00ebn m\u00eb t\u00eb madhe t\u00eb pun\u00ebs pa<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">pages\u00eb p\u00ebr grat\u00eb, bazuar n\u00eb rolet tradicionale gjinore. Kjo shp\u00ebrndarje e pabarabart\u00eb jo vet\u00ebm q\u00eb pasqyron normat gjinore t\u00eb rr\u00ebnjosura thell\u00eb, por gjithashtu ndikon n\u00eb mund\u00ebsit\u00eb e grave n\u00eb arsim, pun\u00ebsim dhe jet\u00ebn publike.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Raporti &#8220;Kush kujdeset?&#8221; nga Instituti Musine Kokalari ofron njohuri thelb\u00ebsore p\u00ebr k\u00ebt\u00eb \u00e7\u00ebshtje, duke zbuluar shtrirjen dhe vler\u00ebn ekonomike t\u00eb pun\u00ebs pa pages\u00eb t\u00eb kujdesit n\u00eb Kosov\u00eb.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sipas raportit, individi mesatar n\u00eb Kosov\u00eb shpenzon rreth 4.9 or\u00eb n\u00eb dit\u00eb n\u00eb pun\u00eb pa pages\u00eb t\u00eb kujdesit direkt dhe indirekt. Megjithat\u00eb, kjo barr\u00eb nuk shp\u00ebrndahet n\u00eb m\u00ebnyr\u00eb t\u00eb barabart\u00eb nd\u00ebrmjet gjinive. Grat\u00eb n\u00eb Kosov\u00eb, mesatarisht, i kushtojn\u00eb 6.2 or\u00eb pun\u00ebs pa pages\u00eb t\u00eb kujdesit, nd\u00ebrsa burrat kontribuojn\u00eb duksh\u00ebm m\u00eb pak, mesatarisht 3.5 or\u00eb. Kjo do t\u00eb thot\u00eb se grat\u00eb shpenzojn\u00eb 2.7 or\u00eb m\u00eb shum\u00eb n\u00eb detyra t\u00eb tilla, q\u00eb barazohet me 44% m\u00eb shum\u00eb koh\u00eb n\u00eb krahasim me bashk\u00ebshort\u00ebt\/partner\u00ebt e tyre meshkuj.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kjo pabarazi gjinore n\u00eb pun\u00ebn pa pages\u00eb ka implikime t\u00eb thella.
